Judging by the series as a whole, Gus only intended death for Walt after he ran over his dealers, breaking the peace to save Jesse's life, who was still considered a lowly junkie by Gus.

Immediately upon meeting Walter, Gus did not like him or want to work with him because he felt that he is sloppy and works with a drug addict. A guy as meticulous as Gus does not want to be caught so easy, especially when we find out he was an international Drug Kingpin.

It's why he made Jesse kill Gale, because that left only Walt who could run the cook, so Gus couldn't kill him. Gus decided, in that moment, that Walt wasn't expendable, but Victor was, and so he casually killed Victor to show Walt the seriousness of his situation.
